BarryM is not really expensive it does like any colour you can think of and theyre very good also a very cheap brand called opis which is in ireland and england does a cheaper version of BarryM type of make up I found them good aswell and the colours are really bright.
MAC from House of Fraser or John Lewis. They have every bold colour under the sun! If you don't want to pay to much try ebay.

if u have it there then u can get fluro colours and like any colour u want for about three dollars.

Urban Decay DEFINITELY has neon colored makeup! If that is too expensive for you try HIP and you can get that from CVS. If not that try SEPHORA BRAND they have every color in eyeshadows even eyeliners too! And there sparkly!
MAC - although they are quite expensive, they will literally last for several years and still be nice - and the range is fantastic.
ULTA, I have a few eye shadows from there with nice colours. For extra effect WET your eyeshadow brush before applying. This will make the shadows seem brighter and a lot more shimmery.
MAC but I suggest you go to a Sephora and/or and ULTA and find a cheaper alternative since mac can bit a bit overpriced
